Summary:

8 Winners Decided!!
Goku is surprised to find Tao Pai Pai alive after all these years, with Tao saying that it's good to see him again. Tenshinhan looked on, saying he thought he died! Tao Pai Pai explains that he almost did, but is far from it now. He explains he has been rebuilt into a new life, with the referee asking if he could step off for the next fight. Tao warns him to not anger him or he will die. Krillin then asks who this guy is, making Goku explain that he is Tao Pai Pai, an assassin. He is the younger brother of Tsurusennin, the man who trained Tenshinhan and Chaozu. Now that his brother is gone, and his students switched sides, he might be coming for revenge. Yamcha said that isn't possible, while Goku told them he thought he beat him before, while Tao interrupted him to catch him up on the news. Tao explains that he's in a cyborg suit, which increases every aspect about him, in speed, strength, and weaponry. He explains that he has guns, grenades, swords, and other kinds of weapons, making him the ultimate assassin. After Goku kicked the grenade in his face, he was still barely alive. It took him years and years, but he finally used his money to rebuild himself and become more power. Now, he is after revenge for his older brother's students and the boy that almost killed him. Tao then asks why did Tenshinhan go to Kamesennin's side?

Tenshinhan explains that Muten Roshi taught him how to be good and use his strength for good. Tao told him he was weak for doing that, making Tenshinhan say that that's not true and he will get revenge for what he did to Chaozu! Tao tells him that won't happen, but he will take pleasure in beating him instead. At the gymnasium, more and more fights take place. Piccolo beats one person by hitting that person away with two fingers, saying that the other fighter is down and number 51 wins! Yamcha tells everyone that he is pretty good, while Krillin says that he is strong, but who knows how strong he really is? Goku tells himself that he is really strong, but he thinks that his capabilities are much more than his. If he is anything like the last Piccolo, then it should be easy. And on the other hand, he has been training non-stop for a long time as well. As more fights go, Goku barely hits a man, knocking him out and allowing him to go to the finals of the Tenkaichi Budoukai, which is announced. Goku gives the peace sign, while some watchers next to Piccolo say that he may win this one.

Tenshinhan kicks a man in the stomach, saying number 35 may go to the finals. Krillin, number 16, kicks a man in the face, making him the victor of the match and a finals participant. Yamcha, who is number 22, comes as well after elbowing a man in the face and Piccolo, number 51, arrives as well, after making a man give up. Tenshinhan then says that barely anyone is left, making Goku say that there is Tao Pai Pai. He looks over at his fight, saying he is serious as death too. The woman Goku found fights and wins, bringing her to the finals of the Budoukai. After kicking a man in the face, she, number 59, is allowed to go to the finals. Krillin says that she is good, while Yamcha explains that she has lots of fight in her. He concludes by saying that this will be one strange Budoukai. Krillin then says to look to look at this fight, which is between a man with nerdy glasses and another man, who is fat in a costume. Krillin tells Goku that he feels sorry for the nerdy guy. The nerdy man goes in for the attack, making Krillin wonder why he's going so hard into the attack. The man in the costume gets ready, saying that he's quick. The nerdy man trips, making him miss the attack from the fat man, but when the nerdy man gets up, he hits the fat man in the face, and knocking him out!

The nerdy man rubs his head, while the referee says that it's a victory to Shin! Krillin then says that he was just careless. The announcer then asks for the eight finalists to come now and speak, so they may draw numbers and fight. He explains that they will go in the back and draw numbers now, while the fat man takes off his costume. It turns out to be Yajirobe, cursing himself for not making it all the way into the finals. While getting on normal clothes, he compliments himself for at least getting this far in the Preliminary Rounds. The announcer, now with mustache, asks for the first person to come up. Krillin does so, saying hi to him. The announcer screams loudly, saying it's a ghost! Krillin tells him he isn't one, but just came back from the dead! So, after some time, the finalists got their numbers and the 23rd Tenkaichi Budoukai would come underway soon. The first round would be Tao Pai Pai VS. Tenshinhan. The second is Son Goku VS. Tokumei Kibou (anonymous hope). The third is Ma Junior (Piccolo) VS. Krillin. And the final fight is Shin VS. Yamcha.
