This is actually a funny mistake, if you go to story mode and play the episode where Gohan goes SSJ2 for the first time (Gohan explodes is the name of it episode i beleive) then when Android 16 is talking, you see him tell Gohan "There is nothing you can do..." BUT in the subtitles he says "There is noting you can do

Ever notice that when Cell goes into any form (final, or second or first) that he has his first vocie every time

If you play the episode in story mode "A qiuet but fierce battle" and win, you will see a "preview" for the next saga, and at the end when Cell is talking, you hear his perfect form voice, but he is in his first form body
