What are scouters?

Scouters are a type of eyegoggle that sense and predicts a power reading. These scouters were originally used by Sayajins. This are pretty cool. If you remember, this "scouters" were used by Vegeta and others in planet Namek to search for the dragonballs. They can also sense whne somebody is near, and what is there powerlevel. The funny thing about these is that Goku was able to control his powerlevel and hide his power reading from the scouter.Making the "scouter useless(LoL).I guess everything has its drawback.
